The 2017 Ramboll white paper, based on interviews with 30 public sector executives confirms the need for a ‘Making it Happen Strategy’ and outlines an ecosystem of implementation for doing just that.

The focus is very much on the human side of implementation, the value of a situational leadership approach and the strategies for overcoming the four types of barrier to change: management barriers, cultural barriers, practical/technical barriers, competence barriers.
