To ensure that the Olympic Park would be delivered on time, the Park needed to be a place where people wanted to travel to. The Olympic Delivery Authority (ODA) also needed to ensure that the 19,000 peak workforce generated by the work on the Park and the adjoining Athletes' Village and Stratford City could be accommodated on the transport networks. The combination of the forecasting, implementation of measures, monitoring and re-forecasting enabled suitable measures to be introduced and the Park to be delivered on-time and on-budget.
