Net Zero Carbon Buildings – a Framework

Summary

This report aims to make sense of the challenge of climate change for the construction and property industry, and build consensus about the actions needed to achieve a net zero carbon built environment.The framework set out in this report is intended as a first step towards delivering buildings that are in line with the aims of the Paris Agreement – namely net zero carbon across the whole life of a building. In practice, however, such an ambition would be challenging to deliver today without more accurate measurement and data of emissions. So, the framework presented here refers to two definitions for net zero carbon buildings – one for in-use operational energy and one for emissions from the construction process – which should be adopted by any organisation involved in the built environment that is serious about climate change mitigation.
